SmartCHANGE at Governing Algorithms for Care

SmartCHANGE at Governing Algorithms for Care
5–6 October 2026
Amsterdam, The Netherlands

On 5 October 2026, SmartCHANGE joins Governing Algorithms for Care in Amsterdam (NL), represented by our partners from Vrije Universiteit Brussel (VUB).

About the event

Organised by the Law Centre for Health and Life at the University of Amsterdam, this two-day conference brings together legal scholars, ethicists, clinicians, technologists, policymakers, and patient representatives to examine how medical AI can be governed responsibly in practice.

The conference responds to a critical moment: key European regulatory frameworks, including the EU AI Act and the European Health Data Space, are entering their implementation phase, and early challenges around compliance, governance, and real-world impact are already surfacing. Rather than focusing on regulatory text alone, the event foregrounds questions of legitimacy, trust, fairness, and social value, recognising that governance cannot be reduced to compliance.

SmartCHANGE at the event

On 5 October, SmartCHANGE is represented at the conference by Cong Yao from VUB with a presentation entitled "The Fourth-Level Divide in Medical AI: Structural Exclusion and the Limits of Algorithmic Governance".

The talk examines how AI shapes people's access to healthcare benefits and the rights associated with them, and why representative training data is not merely a technical requirement but a rights issue. It explores the structural barriers that prevent vulnerable groups from realising their rights within AI-mediated healthcare systems, and what these barriers mean for how we design and govern medical AI.

For SmartCHANGE, a Horizon Europe project building AI risk-prediction models for children and youth, these questions are directly relevant. The lessons on inclusive data and rights-based governance speak to the core of the project's work: ensuring that the tools developed serve the populations they are designed for, rather than reproducing or amplifying existing health inequities.
